Started in 1970 and based in New Delhi, Voluntary Health
Association of India is a federation of 27 State Voluntary Health
Associations, linking together more than 4500 member institutions and
1,00,000 community health workers across the country. VHAI is implementing
a comprehensive health promotion and tobacco control programme at the
national and state levels across several settings in the country. More

For our Tobacco Control division, VHAI invites
applications for 4 posts of:
• Programme Officers, State-level Advocacy (Assam, Jammu
and Kashmir, Andhra Pradesh and Uttar Pradesh)
Applicants should be post-graduates in public
health/social work/social sciences or have a degree in law/human rights
from a reputed college/university. They should have 5-7 years experience of
working in either public health programmes, policy advocacy, state level or
community level project implementation. Excellent written and oral skills
with good computer and internet proficiency, especially in MS-Word, Excel
and PowerPoint are essential.
All the four positions are based at the four settings
mentioned above in the respective state capitals of Guwahati,
Jammu/Srinagar, Hyderabad and Lucknow. Candidates would be required to
undertake outstation travel, as and when required.
Candidates would be expected to:
• Develop an in-depth understanding of key overall
tobacco control issues globally, and the tobacco problem in India as well
along with legal and implementation issues related to the Tobacco Control
Act (COTPA) and its provisions.
• Assist in developing and implementing a strong
high-level advocacy network at state-level with the CMs, senior Ministers
and bureaucrats, to implement COTPA and its provisions.
• Assist in developing specific campaign strategies on
tax raise, indirect advertising, health warnings on tobacco products, smoke
free public places and other key issues related to tobacco.
• Conduct meetings with policymakers, political leaders,
senior bureaucrats, important government contacts and collaborate with them
for implementation of COTPA and its provisions and advocate/follow up to
get government orders issued as required.
• Compile and maintain an updated database of MLAs,
important government committees, and other vital contacts in the state
government, particularly, CM’s office, health, rural development and
commerce ministries.
• Work closely with the VHAI media team to generate
regular press coverage, opinions/features etc, which will have an impact on
policymakers.
• Network with other civil society organizations at
state-level for a coordinated campaign effort.
• Organize workshops and sensitization programmes at
state level for key stakeholders and media.
• Assist in making use of sudden opportunities and
political developments to support policymakers on positive steps or in
offering constructive criticism on any backtracking, delay or disruption of
important policy developments.
• Help in developing policy briefs for MLAs, bureaucrats
and media with support and assistance from VHAI national office.
• Any other responsibility as assigned by the
supervising officer.
The remuneration for each of these positions is approx.
between Rs 3,00,000/– Rs 3,60,000 per annum, and will commensurate with
qualifications and experience. The positions will be on contractual basis,
renewable each year.
